Sent from the city to investigate the murder of a teenage girl in a small Alaska town, a police detective (Pacino) accidentally shoots his own partner while trying to apprehend a suspect. Instead of admitting his guilt, the detective is given an unexpected alibi, but this “solution” only multiplies the emotional complexity and guilt over his partner’s death. He’s also still got a murder to solve, in addition to the blackmail and framing of an innocent bystander being orchestrated by the man they were chasing. In New York City, when a crime is committed, the victims are represented by two distinct yet forever intertwined forces. There’s the police department, represented here by the 27th precinct Homicide Detectives. Theres Senior Homicide Detective Cyrus Lupo and his partner Detective Kevin Bernard who both report to their boss Lieutenant Anita Van Buren. It is their job to investigate the crime, collect evidence, interview witnesses and then, when the evidence points to a suspect or suspects, place the suspect(s) under arrest. The matter is then taken over by the prosecutors of the Manhatten District Attorney’s office, Executive Assistant District Attorney Michael Cutter with support from his assistant prosecutor Connie Rubirosa who work under the watchful eye of Manhatten District Attorney John James McCoy, together they discuss deals, prepare the witnesses and evidence and conduct the people’s case in the trial. Both teams work with the Medical Examiners Office, Crime Lab and Police and District Attorney psychiatrists. Matters are rarely resolved easily, or for the people involved, satisfactorily. Crimes are committed which frequently create public unrest and controversy, race, morals and beliefs are frequently challenged and manipulated, the guilty can go unpunished and the innocent ruined forever. The detectives and prosecutors are weary, cynical, flawed, human and vulnerable. And yet they are somehow still dedicated to their jobs, to make the guilty answer for their crimes and gain some sense of justice for the victim and the victim’s family. These are their stories…

An American scientific expedition to the frozen wastes of the Antarctic is interrupted by a group of seemingly mad Norwegians pursuing and shooting a dog. The infamous Jack the Ripper case set in London of 1888. The Ripper has been running amok in the Whitechapel district murdering and dissecting prostitutes. Scotland Yard Inspector Fred Abberline, aided by his partner, Peter Godley, are on the case to figure out who this serial killer is and why he is killing these women in such a brutal manner. As Abberline and Godley investigate the crimes, they become acquainted with the prostitutes who were friends and colleagues of the victims. Abberline begins to fall in love with Mary Kelly, one of the prostitutes, or as the nobles called them “unfortunates”, being hunted down by Jack the Ripper. Abberline digs deeper and deeper into the conspiracy and attempts to solve the case before Mary Kelly is the next victim.

The coroner and scientist Dr. Warren Chapin (Vincent Price) is researching the shivering effect of fear with his assistant David Morris (Darryl Hickman). Dr. Warren is introduced to Ollie Higgins (Philip Coolidge), the relative of a criminal sentenced to the electric chair, while making the autopsy of the corpse, and he makes a comment about the tingler-effect to him. Ollie asks for a lift to Dr. Warner, and introduces his deaf-mute wife Martha Higgins (Judith Evelyn), who manages a theater of their own. Dr. Warner returns home, where he lives with his unfaithful and evil wife Isabel Stevens Chapin (Patricia Cutts) and her sweet sister Lucy Stevens (Pamela Lincoln). Dr. Warner, upset with the situation with his wife, threatens and uses her as a subject of his experiment. When Martha dies of fear, Dr. Warner makes her autopsy and finds a creature that lives inside every human being, feeds with fear and is controlled by the scream. Once Martha was not able to scream, the tingler was not rendered harmless and became enormous. When the living being escapes, Dr. Warner and Ollie chase it in a crowded movie theater.
